أزيد من 25 مليون من المغاربة مستفيدون من التأمين الإجباري عن المرض في 2025

كشف الصندوق الوطني للضمان الاجتماعي، أن عدد المستفيدين من التأمين الإجباري الأساسي عن المرض بلغ 25,08 مليون مستفيد سنة 2025، بارتفاع نسبته 3 في المائة مقارنة بسنة 2024، فيما بلغت قيمة التعويضات المصروفة 22,65 مليار درهم، بزيادة قدرها 17 في المائة.

وأوضح بلاغ للصندوق الوطني للضمان الاجتماعي عقب اجتماع مجلس إدارته برسم دورته العادية، الذي ترأسته بالدار البيضاء، وزيرة الاقتصاد والمالية، نادية فتاح، أن نظام التأمين الإجباري الأساسي عن المرض الخاص بالأجراء سجل أزيد من 4 ملايين مؤمن له رئيسي، بارتفاع نسبته 5 بالمائة، مع صرف تعويضات بقيمة 9,22 مليار درهم، بزيادة قدرها 12 بالمائة، فيما سجل نظام العمال غير الأجراء 1,69 مليون مؤمن له رئيسي، بارتفاع نسبته 4 بالمائة، مع صرف تعويضات بقيمة 2,28 مليار درهم، بزيادة قدرها 24 بالمائة.

وأضاف المصدر ذاته، أن هذا النظام يعرف عجزا هيكليا نتيجة تجاوز مبلغ التعويضات المصروفة لمجموع الاشتراكات المحصلة، حيث بلغت نسبة التعويضات/الاشتراكات 157% سنة 2025، أي بارتفاع قدره 25 نقطة مقارنة بسنة 2024.

ولمعالجة هذا الوضع، يواصل الصندوق والقطاعات المعنية جهودهما لتعزيز الانخراط في هذا النظام وتحسين مستوى تحصيل الاشتراكات.

وبخصوص نظام « أمو التضامن »، فقد شمل 3,95 مليون شخص، مع صرف تعويضات بقيمة 8,49 مليار درهم، بارتفاع نسبته 13 بالمائة مقارنة بسنة 2024، فيما شمل نظام « أمو الشامل » 265.551 مؤمنا له رئيسيا، بارتفاع نسبته 70 بالمائة مقارنة بسنة 2024، مع صرف تعويضات بقيمة 1,36 مليار درهم.

وفيما يتعلق بنشاط الصندوق الوطني للضمان الاجتماعي، يعكس النظام العام دينامية إيجابية، حسب البلاغ، إذ بلغ عدد الأجراء المصرح بهم لدى الصندوق 4,24 مليون أجير سنة 2025، أي بارتفاع نسبته 4 بالمائة مقارنة بالسنة السابقة، فيما ارتفعت كتلة الأجور المصرح بها من 222,51 مليار درهم إلى 244,84 مليار درهم خلال الفترة نفسها، مسجلة نموا بنسبة 10 بالمائة.

وبلغت الاشتراكات المستحقة 36,46 مليار درهم سنة 2025، بارتفاع نسبته 9 في المائة مقارنة بسنة 2024، فيما ارتفعت التعويضات المصروفة من 29,7 مليار درهم سنة 2024 إلى 31,5 مليار درهم سنة 2025.

ووفق الصندوق الوطني للضمان الاجتماعي، تعكس النتائج المسجلة الجهود المبذولة في مجال التحصيل ومحاربة الغش الاجتماعي، حيث أنجز الصندوق 10.411 مهمة تفتيش ومراقبة خلال سنة 2025، بزيادة نسبتها 22 في المائة مقارنة بسنة 2024، مما مكن من تسوية وضعية 151.682 أجيرا سنة 2025، بارتفاع نسبته 24 في المائة مقارنة بسنة 2024، وتسوية كتلة أجور بقيمة 6,6 مليار درهم سنة 2025، بارتفاع نسبته 63 في المائة مقارنة بسنة 2024.

وبلغت المبالغ المستخلصة برسم عمليات التحصيل 5,25 مليار درهم سنة 2025، مقابل 4,79 مليار درهم سنة 2024، مسجلة ارتفاعا بنسبة 10 بالمائة.
