ارتفاع المداخيل الجبائية للجماعات الترابية عند متم غشت 2026

أفادت الخزينة العامة للمملكة بأن المداخيل الجبائية للجماعات الترابية بلغت 34,7 مليار درهم عند متم غشت 2026، أي بارتفاع بنسبة 15 في المائة مقارنة بالفترة نفسها من السنة الماضية.

وأوضحت الخزينة، في نشرتها الشهرية الأخيرة حول إحصائيات المالية المحلية، أن هذا التطور يعزى إلى ارتفاع الضرائب المباشرة بنسبة 20,8 في المائة والضرائب غير المباشرة بنسبة 10 في المائة، مشيرة إلى أن المداخيل الجبائية شكلت 88,1 في المائة من إجمالي مداخيل الجماعات الترابية عند متم غشت المنصرم.

وأضاف المصدر ذاته أن الموارد المحولة بلغت، عند متم غشت 2026، 22,4 مليار درهم، مقابل 20,7 مليار درهم قبل سنة، أي بارتفاع نسبته 8,2 في المائة. ويعزى ذلك أساسا إلى ارتفاع بنسبة 12,2 في المائة في حصة الجماعات الترابية من ناتج الضريبة على القيمة المضافة (زائد 1,66 مليار درهم)، وبنسبة 39,1 في المائة في حصة الجهات من ناتج الضريبة على الشركات والضريبة على الدخل (زائد 1,41 مليار درهم).

وتتشكل مداخيل الجماعات الترابية بنسبة 39 في المائة من حصتها من ناتج الضريبة على القيمة المضافة.

أما في ما يخص الموارد التي تديرها الدولة لحساب الجماعات الترابية، فقد بلغت عند متم غشت 2026، 8,75 مليارات درهم (زائد 6,5 في المائة)، ناتجة عن ارتفاع بنسبة 7,3 في المائة في الضريبة على الخدمات الجماعية، وبنسبة 6,7 في المائة في الضريبة المهنية.

وبخصوص الموارد التي تديرها الجماعات الترابية، فقد بلغت 8,19 مليارات درهم عند متم غشت 2026، مقابل 6,87 مليارات درهم قبل سنة.

وتتشكل هذه الموارد في جزء كبير منها من إيرادات الضريبة على الأراضي الحضرية غير المبنية (2,94 مليار درهم)، ورسوم الإشغال المؤقت للنطاق العمومي الجماعي (857 مليون درهم)، والضريبة على عمليات البناء (712 مليون درهم).
