يسعى الديمقراطيون لانتزاع السيطرة على الكونغرس لتعطيل الأجندة التشريعية وإطلاق تحقيقات في عمل الإدارة.
تؤدي خسارة الجمهوريين في مجلس الشيوخ إلى تقويض قدرة الرئيس على تعيين قضاة المحكمة العليا وكبار المسؤولين.
