الكويت تلجأ إلى الصكوك السيادية.. أداة تمويل إسلامية جديدة 

أصدرت الكويت قانوناً يتيح للدولة، إصدار الصكوك الحكومية كأداة تمويلية متوافقة مع أحكام الشريعة الإسلامية، وإدراجها ضمن هيكل التمويل السيادي إلى جانب أدوات الدين التقليدية.

ووفقا لوزارة المالية فإن القانون الجديد يشكل خطوة مهمة في تطوير منظومة التمويل السيادي في دولة الكويت، ويعزز مرونة إدارة الاحتياجات التمويلية، وتنويع مصادر التمويل وقاعدة المستثمرين محلياً ودولياً ويدعم التوجه نحو تطوير أسواق رأس المال وتعزيز كفاءة إدارة الالتزامات المالية.

وأعلنت وزارة المالية عن صدور القانون رقم (90) لسنة 2026 في شأن الصكوك الحكومية، الذي يتيح للدولة إصدارها كأداة تمويلية متوافقة مع أحكام الشريعة الإسلامية، وإدراجها ضمن هيكل التمويل السيادي إلى جانب أدوات الدين التقليدية.

وقال وزير المالية الكويتي الدكتور يعقوب الرفاعي، إن قانون الصكوك الحكومية خطوة مهمة في تطوير منظومة التمويل السيادي في دولة الكويت بتوسيع نطاق أدواته وإضافة أداة متوافقة مع الشريعة الإسلامية.

وأضاف أن القانون يتيح إدراج الصكوك ضمن هيكل التمويل السيادي مع أدوات الدين التقليدية بما يعزز مرونة إدارة الاحتياجات التمويلية وتنويع مصادر التمويل وقاعدة المستثمرين محلياً ودولياً.

وقال المدير التنفيذي في إدارة الصناديق والمحافظ في شركة الاستثمارات الوطنية عمرو سرحان، إن إقرار قانون الصكوك الحكومية في الكويت يفتح باب تنويع مصادر التمويل ودعم المشاريع التنموية.
