  • أرجع هاني الملقي فشل محاولات تطوير ميثاق جامعة الدول العربية في عامي 2004 و2009 إلى شخصنة الأمور.
  • أُجهضت محاولة تطوير منظومة العمل العربي المشترك خلال قمة سرت في ليبيا عام 2010.
