تمثل انتخابات التجديد النصفي للكونغرس الأمريكي فرصة للديمقراطيين لفرض قيود مؤسسية على أجندة الرئيس ترامب الداخلية.
تمنح الأغلبية الديمقراطية في مجلس النواب الحق في إجراء تحقيقات موسعة ومساءلة البيت الأبيض حول الإنفاق الحكومي والقرارات التنفيذية.
تعيق الأغلبية البرلمانية الديمقراطية قدرة ترامب على تمرير تشريعات تتعلق بالهجرة والضرائب والحقوق المدنية والإنفاق الحكومي.
لا تؤدي الأغلبية البرلمانية للديمقراطيين إلى تغيير جوهري في السياسة الخارجية الأمريكية بسبب عدم قدرتهم على تجاوز الفيتو الرئاسي.
