بمبادرة مغربية.. نحو 20 دولة إفريقية توقع بنيويورك اتفاقية لحماية الأطفال من التجنيد

باشرت نحو عشرين دولة إفريقية، الأربعاء بنيويورك، مرحلة التوقيع على الاتفاقية الإفريقية بشأن نزع سلاح الأطفال المجندين وتسريحهم وإعادة إدماجهم، في خطوة تروم إرساء إطار إفريقي مشترك لمواجهة ظاهرة تجنيد الأطفال واستغلالهم في النزاعات المسلحة.
وجرت مراسم التوقيع خلال حفل ترأسه وزير الشؤون الخارجية والتعاون الإفريقي والمغاربة المقيمين بالخارج، ناصر بوريطة، بمقر البعثة الدائمة للمغرب لدى الأمم المتحدة، على هامش الأسبوع رفيع المستوى للدورة الـ81 للجمعية العامة للأمم المتحدة.
وقال بوريطة إن الاتفاقية تمثل «تجسيدا لقوة العمل الجماعي الإفريقي الذي يتحدث بصوت واحد ويثق في قدراته الذاتية»، معتبرا أنها تعكس قدرة القارة على بلورة معايير وآليات تستجيب لخصوصياتها وتحدياتها، عوض الاستمرار في استيراد نماذج جاهزة من خارجها.
وأوضح الوزير أن الأمر يتعلق بأول آلية تعاقدية إفريقية تنص على تعاون إقليمي للوقاية من تجنيد الأطفال في الجماعات المسلحة، وضمان إدماجهم ضمن عمليات نزع السلاح والتسريح وإعادة الإدماج التي يجري إعدادها وتنفيذها داخل القارة.
وأشار بوريطة إلى أن الاتفاقية جاءت ثمرة مسار إفريقي شامل، أسهمت في صياغته الحكومات الإفريقية والخبراء والممارسون الميدانيون، إلى جانب فاعلين قدموا مساهمات قانونية وسياسية، بهدف تعزيز القدرات الجماعية وتطوير استجابات إفريقية تتلاءم مع واقع القارة.
وتؤسس الاتفاقية لإطار قانوني يرمي إلى تعزيز التعاون بين الدول الإفريقية وتبادل الخبرات والتجارب والممارسات الفضلى في مجال الوقاية من تجنيد الأطفال واستغلالهم في النزاعات المسلحة، فضلا عن وضع آليات لنزع سلاح الأطفال المجندين وتسريحهم وإعادة إدماجهم بشكل مستدام داخل مجتمعاتهم.
وتكتسي الاتفاقية أهمية خاصة بالنظر إلى تقاطعها مع قضايا السلام والأمن وحماية الأطفال خلال النزاعات المسلحة، إذ تقترح على الدول الإفريقية مجموعة من التدابير لمواجهة ظاهرة تجنيد الأطفال، مع إعطاء الأولوية لإعادة تأهيلهم وإدماجهم اجتماعيا بصورة مستدامة.
ويشكل توقيع الاتفاقية تتويجا لمسار انطلق من الرباط خلال المؤتمر الوزاري حول نزع السلاح والتسريح وإعادة إدماج الأطفال الجنود، المنعقد في 20 نونبر 2025، والذي انتهى باعتماد «إعلان الرباط».
وأعقبت المؤتمر مشاورات مع خبراء أفارقة متخصصين في عمليات نزع السلاح والتسريح وإعادة الإدماج، إلى جانب عملية تشاورية قدمت خلالها الدول الإفريقية تصوراتها وملاحظاتها بشأن مشروع الاتفاقية، قبل الانتقال إلى مرحلة التوقيع عليها في نيويورك
