جدل في فرنسا حول حظر شبكات التواصل على القاصرين بسبب مخاطر اضطراب النوم والتنمر والتعرّض للعنف والإباحية

يتواصل في فرنسا الجدل بشأن تنظيم استخدام القاصرين لشبكات التواصل الاجتماعي، بعد إقرار البرلمان في يوليوز الماضي قانونا يستهدف منع من هم دون الخامسة عشرة من الوصول إلى عدد من المنصات.

ويستند الجدل في فرنسا إلى مخاوف متزايدة بشأن تأثير الاستخدام المكثف للشبكات على المراهقين، بما في ذلك التنمر الإلكتروني، واضطرابات النوم، والتعرض لمحتويات ضارة، إضافة إلى دور خوارزميات التوصية في زيادة مدة الاستخدام.

ويبرز في المقابل تحدي التحقق من أعمار المستخدمين، إذ قد يتطلب تطبيق القيود جمع أو معالجة بيانات شخصية، ما يثير تساؤلات حول الخصوصية وحماية البيانات.

وقضى المجلس الدستوري في 14 غشت المنصرم بعدم دستورية المادة الأساسية التي تفرض الحظر العام، معتبرا أنها تقيّد حرية التعبير والاتصال على نحو لا يراعي اختلاف الخدمات والمخاطر أو أوضاع القاصرين.

وبعد قرار المجلس الدستوري، يتجه النقاش نحو البحث عن آليات أكثر تحديدا لحماية القاصرين، تشمل تنظيم خصائص المنصات وآليات التوصية والإشعارات والمحتويات الضارة، إلى جانب تعزيز التربية الرقمية ودور الأسرة والمدرسة.
