مصر توقع اتفاقيتي تشغيل وشراء طاقة لمحطة “جبل الزيت” باستثمارات 420 مليون دولار

وقعت هيئة تنمية واستخدام الطاقة الجديدة والمتجددة والشركة المصرية لنقل الكهرباء اتفاقيتي الاستثمار والتشغيل وشراء الطاقة لمحطة طاقة رياح “جبل الزيت” في منطقة البحر الأحمر مع شركة “الكازار”، في صفقة تبلغ قيمتها 420 مليون دولار وتشمل محطة بقدرة إنتاجية 580 ميغاواط.

وقالت الحكومة المصرية في بيان إن الاتفاقيتين تندرجان ضمن تنفيذ وثيقة سياسة ملكية الدولة الهادفة إلى تعظيم العائد من الأصول المملوكة للدولة، إلى جانب دعم الاستراتيجية الوطنية للطاقة التي تستهدف خفض الاعتماد على الوقود الأحفوري وزيادة مساهمة مصادر الطاقة المتجددة في مزيج الطاقة إلى 45% خلال العامين المقبلين.

وبموجب الاتفاقية، ستتولى “الكازار” استثمار وتشغيل وإدارة أصول محطة “جبل الزيت” عبر شركة مشروع تؤسَّس وفق القوانين المصرية، وتبلغ القيمة الاستثمارية للمشروع 420 مليون دولار، على أن يتم توفيرها من مصادر تمويل خارجية في إطار جهود جذب الاستثمارات الأجنبية.

 

وتتضمّن الاتفاقية إسناد مسؤوليات التشغيل والإدارة الفنية وأعمال الصيانة إلى الشريك الأجنبي، مع الالتزام بضمان استمرارية تشغيل المحطة وفق المعايير الفنية المتفق عليها.

 

وتنص الاتفاقية أيضاً على تنفيذ أعمال إحلال وتجديد ورفع كفاءة للمحطة بهدف تعزيز إنتاجيتها، مع الحفاظ على القدرة المركبة عند مستوى لا يقل عن 580 ميغاواط طوال مدة التعاقد، وستلتزم الشركة المصرية لنقل الكهرباء بشراء الطاقة المنتجة خلال فترة الاتفاق.

 

وقال محمود عصمت، وزير الكهرباء والطاقة المتجددة المصري، إن توجه الدولة في المرحلة الحالية يركز على تعظيم الاستفادة من الموارد المتاحة وتحسين إدارة الأصول المملوكة للدولة بما يسهم في رفع كفاءة الأداء وتعزيز العوائد.

 

من جانبه، قال حسن الخطيب، وزير الاستثمار والتجارة الخارجية المصري، إن الصفقة تتوافق مع توجهات الحكومة الرامية إلى توسيع دور القطاع الخاص في النشاط الاقتصادي تنفيذاً لوثيقة سياسة ملكية الدولة، مشيراً إلى أن الاتفاق يعكس استمرار تنفيذ برنامج توسيع قاعدة ملكية الأصول والشركات المملوكة للدولة بهدف تعزيز الحوكمة وتحسين الأداء المالي والتشغيل.
