ولاية لويزيانا الأمريكية: معركة الخريطة الانتخابية

أصدرت المحكمة العليا الأمريكية، في 29 أبريل الماضي حكما تاريخيا يقضي بإلغاء الخريطة الانتخابية التي اعتمدتها ولاية لويزيانا عام 2024 والتي استحدثت فيها دائرة انتخابية أخرى ذات أغلبية من سود البشرة، وبررت المحكمة قرارها بأن رسم حدود الدوائر الانتخابية استنادا إلى معايير عرقية يُعد أمرا غير قانوني. المشرعون في لويزيانا أقروا خريطة جديدة تؤدي إلى إلغاء “الدائرة السادسة” ودمجها مع دوائر انتخابية مجاورة ذات أغلبية بيضاء البشرة. هذا الإجراء لا يقتصرعلى منح الحزب الجمهوري بشكل تلقائي مقعدا إضافيا في انتخابات التجديد النصفي للكونغرس المقررة في نوفمبر المقبل، بل يُنظر إليه أيضا باعتباره انتكاسة كبيرة تتعلق بتمثيل السود في الولايات المتحدة. لكن بعد مرور 60 عاما على إقرار “قانون حقوق التصويت”، هل يعتبر هذا الحكم بمثابة وعد باتباع سياسة شاملة تتجاوز التصنيفات العرقية أم أنه يمثل خطوة إلى الوراء؟ وهل من الممكن اليوم معالجة الانقسامات القائمة على أساس عرقي برفض الاعتراف بالعرق؟
