9958 ملفا في سنة… وسيط المملكة يكشف تصاعد اللجوء إلى الوساطة الإدارية (فيديو)

أكد وسيط المملكة حسن طارق، أن المؤسسة سجلت خلال سنة 2025 ارتفاعا لافتا في عدد طلبات الوساطة والتظلمات المقدمة من المواطنين، بما يعكس تنامي اللجوء إلى آلية الوساطة الإدارية واتساع الوعي باختصاصات المؤسسة.

وخلال ندوة صحفية خصصت لتقديم خلاصات التقرير السنوي المرفوع إلى الملك محمد السادس برسم سنة 2025، احتضنها مقر مؤسسة وسيط المملكة اليوم الخميس 23 يوليوز 2026، أوضح حسن طارق أن المؤسسة توصلت بما مجموعه 9 آلاف و958 ملفا خلال السنة الماضية، مسجلة بذلك ارتفاعا بنسبة 25,29 في المائة مقارنة مع سنة 2024.

وأبرز وسيط المملكة أن حوالي 68 في المائة من الملفات المسجلة أي ما مجموعه 6 آلاف و770 ملفا تهم تظلمات تدخل ضمن اختصاص المؤسسة، مقابل 3 آلاف و157 ملف توجيه و31 طلبا للتسوية الودية، معتبرا أن هذا المعطى يعكس تحولا نوعيا في علاقة المرتفق بالمؤسسة، وانتقالا تدريجيا من تقديم شكايات خارج نطاق اختصاصها إلى اللجوء إلى مسطرة التظلم التي تدخل ضمن صلاحياتها.
وكشف وسيط المملكة أن عدد الملفات عرف منحى تصاعديا خلال السنوات الأخيرة إذ انتقل من 5 آلاف و402 ملف سنة 2021 إلى 5 آلاف و909 ملفات سنة 2022 ثم 7 آلاف و219 ملفا سنة 2023، و7 آلاف و948 ملفا سنة 2024، قبل أن يصل إلى 9 آلاف و958 ملفا خلال سنة 2025.

وأشار المتحدث إلى أن هذا الارتفاع يؤكد اتساع نطاق التظلمات المعروضة على المؤسسة، وارتفاع لجوء المواطنين إلى الوساطة في علاقتهم بالإدارة، بما يعزز مكانة المؤسسة كآلية لتسوية النزاعات الإدارية وحماية حقوق المرتفقين.

وفي ما يتعلق بطبيعة التظلمات، أفاد وسيط المملكة بأن التظلمات ذات الطابع المالي تصدرت قائمة الملفات الواردة إلى المؤسسة خلال سنة 2025، بعدما بلغ عددها 2528 ملفا. وأضاف أن التظلمات الإدارية جاءت في المرتبة الثانية بما مجموعه 2387 ملفا. أما التظلمات المرتبطة بالاستفادة من البرامج الاجتماعية، فقد بلغت 623 ملفا. وفي ما يخص القضايا العقارية، سجلت المؤسسة 544 ملفا. كما بلغ عدد التظلمات المتعلقة بعدم تنفيذ الأحكام القضائية في مواجهة الإدارة ما مجموعه 337 ملفا.
