الأمم المتحدة: الألغام المضادة للأفراد تلوث 58 دولة وإقليماً وتحصد آلاف الضحايا المدنيين

حذر مفوض الأمم المتحدة السامي لحقوق الإنسان فولكر تورك من أن الألغام المضادة للأفراد لا تزال تلوث ما لا يقل عن 58 دولة حول العالم، رغم مرور نحو ثلاثين عاما على اعتماد اتفاقية أوتاوا لحظر هذه الأسلحة.

وأكد أن المدنيين، ولا سيما الأطفال، يظلون الفئة الأكثر تضررا من الألغام ومخلفات الحروب المتفجرة. وأوضح في تقرير استند إلى معطيات حكومية وإنسانية، أن عام 2024 شهد مقتل 645 شخصا على الأقل وإصابة 4325 آخرين بسبب الألغام الأرضية ومخلفات الحروب، مشيرا إلى أن المدنيين يمثلون نحو 90 في المائة من الضحايا الذين أمكن تحديد وضعهم. وسجلت بورما أعلى حصيلة للضحايا بـ2029 ضحية، تلتها سوريا بـ1015، ثم أفغانستان بـ624، فيما تجاوز عدد الضحايا 200 شخص في كل من أوكرانيا ونيجيريا ومالي واليمن وبوركينا فاسو.

وأشار التقرير إلى أن الألغام لا تقتصر آثارها على القتل والتشويه، بل تحول الأراضي الملوثة إلى مناطق غير صالحة للاستعمال، ما يعرقل الزراعة ويطيل أمد النزوح. كما نبه إلى تراجع تمويل صندوق الأمم المتحدة لمكافحة الألغام من 125 مليون دولار إلى 46 مليونا خلال سبع سنوات، داعيا الدول إلى تجديد التزامها بحظر هذه الأسلحة وتسريع عمليات التطهير.
