Major public service transformation anticipated with Ombudsman expected next year – EAIC chief

PUTRAJAYA: Malaysia is expected to have a fully operational Ombudsman by 2027, subject to the passage of the Ombudsman Malaysia Bill in Parliament, said Enforcement Agency Integrity Commission (EAIC) chairman Tan Sri Dr Ismail Bakar.

Speaking on the sidelines of the EAIC Appreciation Award Ceremony here tonight, Ismail said the establishment of the Ombudsman marks a significant step forward in transforming public service delivery in the country.

“This is a positive step to ensure that public complaints regarding government service delivery can be improved. Any complaints of misconduct, maladministration or anything related to government services can be channelled to the Ombudsman,” he said.

He said integrity within the public service must be driven from the top leadership of departments and agencies.

“Misconduct at the lower levels is difficult to address if it is not looked at from the top. Department heads and service chiefs must pay close attention to their staff. Integrity and misconduct issues should be a standing agenda item in monthly management meetings,” he said.

He added that EAIC had been engaging with agencies under its purview, which had given their commitment, although some matters required more time due to staffing, allocation and internal disciplinary processes.

“They have given their commitment to cooperate and implement the recommended improvements. Some just need more time as they involve staffing, allocation and sometimes their own internal investigations,” he said.

On the role of the media, Ismail urged journalists to help foster a culture of accountability by reporting misconduct to the relevant authorities.

“What the media can do is provide information and reports that encourage the public to assist government agencies. Any exposure of misconduct should be reported to the media, EAIC, or soon the Ombudsman so it can be addressed,” he said.

He added that the media plays an important role in shaping public awareness on law-abiding behaviour and accountability.
