Mamdani pledges housing ‘transformation’ to tackle central affordability challenge

NEW YORK — Mayor Zohran Mamdani released a wide-ranging housing plan Tuesday that he said will usher in the “largest municipal housing transformation this country has ever seen.”

The blueprint lays out how Mamdani plans to address the single biggest driver of the city’s affordability crisis, the central focus of the mayoral campaign that propelled him into City Hall.

While the plan lays out ambitious targets that would surpass past mayors if achieved — including the planned creation and preservation of a combined 400,000 affordable homes over a decade — it also illustrates how Mamdani is not reinventing the wheel on many housing issues, but rather leaning into or expanding policies pursued by his predecessors.

The plan seeks to tackle a range of coinciding crises: the severe shortage of available housing; a public housing system that’s crumbling and facing massive capital needs; and a rental housing stock that is experiencing growing distress as operating costs skyrocket.

“If the absence of good government created the conditions we now face, the presence of good government can build the solutions we now need,” Mamdani said in a speech announcing the plan in Brooklyn’s Gowanus section, where a city-led rezoning enacted nearly five years ago has spurred a residential building boom.

Mamdani is already encountering the limits of some of his campaign promises and moderating costly plans as his administration grapples with a strained municipal budget. He is standing by that goal, while also pledging to preserve another 200,000 affordable homes.

“Scaling to these levels of affordable housing production will not be easy and cannot be done overnight,” the blueprint states. The administration is aiming to create some 14,000 affordable homes in fiscal year 2027, which starts July 1, while ramping up to 21,000 units per year by fiscal year 2031.

Under the plan released Tuesday, Mamdani’s housing department plans to finance 8,000 new affordable homes in fiscal years 2027 and 2028 — which would grow subsidized housing by more than 35 percent from the prior two years. But the plan does not spell out specifically how the administration will produce roughly 12,000 remaining units annually to get to Mamdani’s 200,000-unit goal.

Much of that additional affordable housing will rely on zoning, tax and other financing tools rather than direct city subsidies. And it would require the private sector to embrace those tools. But in recent years, tax tools, at least, have yielded far from 12,000 units annually. And the most recent version of this tax incentive, a program known as 485-x, has been criticized by the real estate industry, which argues it’s too costly to use for larger projects.

The mayor had also pledged he would spend $100 billion over a decade to reach the 200,000-unit goal, or $10 billion annually. But capital funding for the city’s Department of Housing Preservation and Development is just under $5 billion for the coming fiscal year.

As part of his campaign platform last year, Mamdani promised that such city-subsidized housing would be “union-built.” But rather than mandate union-level wages across affordable projects, the administration will implement a recent law requiring a minimum $40 per hour in wages and benefits for workers building certain city-subsidized housing. And City Hall also plans to look at expanding Project Labor Agreements, or pre-hire collective bargaining agreements for specific projects, at certain affordable housing developments.

That plan drew some criticism from the real estate industry.

“At a time when we need to build as much housing as possible, we question why the City would choose to make projects more expensive to build and finance through the addition of costly and inflexible Project Labor Agreements,” Jim Whelan, president of the Real Estate Board of New York, said in a statement. “New York won’t solve its housing supply crisis by undercutting its own laudable production goals.”

Mamdani stressed the city’s need to build much more housing to stabilize or lower costs, referencing places like Austin, Texas — an example frequently cited by so-called Yes-In-My-Backyard advocates. And he flicked at his own evolution on the role of the private sector in helping address the housing crunch.

“Some may be skeptical that the city can build, or that building is even the right solution,” Mamdani said. “I want to speak to the skeptical New Yorker because I was once the skeptical New Yorker.”

He lamented that the housing conversation is often framed as a “simple binary” between helping tenants and allowing more development. His administration, the mayor said, is embracing both strategies.

A significant portion of his housing plan lays out how to improve conditions for tenants and strengthen enforcement against negligent landlords, but Mamdani noted that there’s “no way to drive down housing costs without also building more housing.”

To help spur this, his administration is planning land use and zoning reforms that will build on policies approved under his moderate Democratic predecessor, Eric Adams. For example, Mamdani’s team will explore zoning changes to boost housing growth in neighborhoods with lackluster production, capitalizing on ballot measures approved last November that came out of an Adams charter revision commission.

“It is very promising to see the Mamdani administration fully embrace an all-of-the-above approach that centers on building more homes, especially in the neighborhoods that have not done enough to be part of the solution, as a critical part of a progressive affordability agenda,” said Annemarie Gray, executive director of Open New York, a pro-housing advocacy group.

For the city’s deteriorating public housing stock, Mamdani plans to continue using at-times controversial financing models to pay for repairs in New York City Housing Authority buildings. They include the public housing preservation trust, established under Adams, and a program known as PACT, which was established under former Mayor Bill de Blasio. Mamdani also plans to pursue more development on underused public housing land.

NYCHA faces an $80 billion capital backlog fueled by decades of insufficient federal funding.

“I want to be very clear, the Reagan administration’s decision that precipitated these cuts for public housing, that is a decision that has been maintained across both Republican and Democratic [presidential] administrations,” Mamdani noted Tuesday.

He touted $5.6 billion in city capital funding he is committing to NYCHA over five years.

“For too long, city government has looked at the scale of NYCHA’s capital needs and used it as a justification to do nothing,” he said. “We cannot afford to wait any longer.”
