Puspakom monopoly ends as 6 firms get private vehicle transfer inspection licences

KAJANG: Six companies have been granted licences to conduct inspections for private vehicle ownership transfers, also known as the MV15, marking the end of Puspakom Sdn Bhd’s monopoly on such inspections, Transport Minister Anthony Loke said.

However, he said the government is encouraging more companies to apply in order to improve efficiency and expand access to inspection services nationwide.

He said thousands of vehicles undergo ownership transfers daily across the country, making it necessary to scale up capacity.

“Previously, there were many complaints and feedback saying the process could sometimes be slow, with no options available because people had to go to only one place.

“So after 2024, we opened up public vehicle and commercial vehicle inspections to other companies as well.

“There are six companies that have been appointed, including Carsome Sdn Bhd, Car Medic Sdn Bhd and Beriman Gold Sdn Bhd, along with two others.

“And we are not limiting it to only six. Any other company that can fulfil our conditions may apply for a licence,” he told reporters after visiting the Carro Technology Sdn Bhd Kajang vehicle inspection centre here today.

Loke said a single branch capable of handling only 60 inspections a day would not be sufficient to meet demand.

“That is why we need to scale up and establish as many centres as possible,” he said.

Carro, the first of the six companies to conduct such inspections under the licence, is set to expand the service with seven more branches beginning June 16, including in Glenmarie, Kajang and Klang in Selangor, Wangsa Melawati in Kuala Lumpur, Bayan Lepas in Penang, Muar and Johor Baru in Johor, as well as Melaka.

Loke, however, urged the remaining licence holders to expedite the opening of their centres.

“I hope the other licensees will open by next month, not next year.

“That is why I came here today — to put some pressure on them as well,” he said.

He said it costs about RM300,000 to open a branch.

Loke added that all inspection centres are integrated with the Road Transport Department’s MySIKAP system, allowing inspection results to be updated directly into the platform to speed up ownership transfer processes.

To ensure compliance, he said Putrajaya will conduct surprise audits on inspection centres from time to time.

He also said the government wants operators to expand beyond the Klang Valley to ensure broader nationwide coverage.

“We know everyone wants to open in Selangor because it is densely populated. But if all the centres are concentrated there, other states will be left out,” he said.

The inspection fee remains fixed at RM30, with the total cost amounting to RM37.80 inclusive of Sales and Service Tax.

The inspection includes checking the chassis number, engine number, whether the car has ever been dismantled, and tinted glass.

Loke said centres such as Carro are capable of inspecting one vehicle in about 10 minutes, with the overall process taking between 15 and 20 minutes.

“It’s just like a tyre shop. You come in for an inspection, make an appointment online, and while waiting you can go to a nearby restaurant or stall for a drink.

“Within 15 to 20 minutes, everything is completed,” he said.

It was reported that the ministry appointed additional Motor Vehicle Inspection Centres last year to carry out inspections specifically for private vehicle ownership transfers, in a move to reduce congestion at existing Puspakom branches.
