Russia is beginning to see a sharp rise in issuance of so-called “mobilization orders” to reservists during enlistment office visits, according to search trends, rights groups, and legal reports published Monday. The practice – linked to efforts to update military records and expand reserve readiness – has triggered public concern that authorities may be quietly strengthening mobilization infrastructure without announcing a new nationwide draft.
