US-Iran draft deal: Proposed framework aims to end hostilities and lift oil sanctions

Iran’s Tasnim News Agency reported on Sunday that a proposed memorandum of understanding between Iran and the United States outlines an end to hostilities across all fronts, contingent upon Washington lifting sanctions on Iranian oil during the negotiation period.

Tasnim emphasized that Tehran has not yet accepted any binding measures regarding its nuclear program. The news agency added that the prospective agreement allocates a 30-day window to execute measures regarding the Strait of Hormuz, followed by a 60-day timeframe dedicated exclusively to nuclear talks.

In a related development, Axios reported yesterday that the United States and Iran are close to signing an agreement that includes a 60-day ceasefire extension. Under this framework, the Strait of Hormuz would reopen, Iran would be permitted to freely market its crude oil, and formal negotiations aimed at curbing Tehran’s nuclear program would commence.

According to the Axios report, the Strait of Hormuz would remain free of transit tolls during the 60-day period, and Iran would agree to clear naval mines deployed across the waterway to ensure unhindered maritime transit. In return, as part of the proposed diplomatic package, the United States would lift its blockade on Iranian ports and issue targeted sanctions waivers to facilitate unrestricted Iranian oil sales.

The draft agreement, as cited by Reuters via the Axios report, contains explicit commitments from Iran to never pursue nuclear weapons. It also mandates negotiations regarding the suspension of its uranium enrichment program and the total removal of its highly enriched uranium stockpiles.

Furthermore, two sources told Axios that Iran has provided the United States, through international intermediaries, verbal assurances regarding the scope of concessions it is willing to make concerning enrichment suspension and the relinquishment of nuclear materials. In exchange, the United States would agree to negotiate the lifting of broader sanctions and the unfreezing of Iranian assets during the designated 60-day negotiation window.
