السودان يوافق على مقترح سلام أميركي ويتحفظ على بنود الحوار والترتيبات الأمنية

الخرطوم 11 يوليو 2026- وافقت الحكومة السودانية على مقترح سلام طرحته الولايات المتحدة يحدد خمس ركائز أساسية لحل النزاع المستمر، مبدية في ذات الوقت تحفظات حيال بعض نقاط المقترح الخاصة بالحوار السياسي والترتيبات الأمنية. وتتضمن المبادرة الأمريكية توقيع هدنة إنسانية، وإطلاق عملية سياسية، وتحقيق وقف شامل لإطلاق النار، والبدء في إعادة الإعمار والتعافي. ولم تعلن الحكومة السودانية عن هذه المقترحات رسمياً، لكن تسريبات متفرقة أكدت قبولها بالمقترح، حيث سلم وزير الخارجية السوداني المستشار الأمريكي الخاص للشؤون الأفريقية مسعد بولس في 25 يونيو الماضي بالقاهرة رداً رسمياً على البنود الاميركية، أظهر توافقاً ملحوظاً بين الطرفين. وبموجب البنود المحددة في المقترح الأميركي، يتم إعلان هدنة إنسانية فورية في جميع أنحاء البلاد لمدة 90 يوماً لتسهيل إيصال المساعدات، وحماية المدنيين، وإنشاء لجنة تنسيق للإشراف على تنفيذها. كما تدعو الخطة إلى إنشاء آلية تابعة للأمم المتحدة، بمشاركة الاتحاد الأفريقي وجامعة الدول العربية، للإشراف على انسحابات عسكرية محدودة ونشر مراقبين دوليين لمراقبة الالتزام مع احترام السيادة السودانية. ويتصور الإطار الأميركي استخدام الهدنة الأولية للتفاوض على وقف دائم لإطلاق النار وإطلاق حوار وطني سوداني شامل يقوده المدنيون لتوجيه فترة انتقالية نحو حكم مدني منتخب. ولدعم الاستقرار على المدى الطويل، يفصل المقترح خططاً للاستقرار الاقتصادي، وإحياء الإنتاج الزراعي المحلي، وإنشاء صندوق مخصص لإعادة بناء البنية التحتية تحت …
