وكان البيت الأبيض قد طالب الدول الأوروبية بإتاحة كميات كبيرة من احتياطيات الغازوال، ولوّح بإمكانية حظر صادرات الغازوال الأمريكية في حال عدم الاستجابة، قبل أن يعلن الرئيس الأمريكي دونالد ترامب، عقب التوصل إلى الاتفاق، التخلي عن خيار الحظر.
