لبنان.. البرلمان يقرّ قانون العفو العام المثير للانقسامات

أقرّ البرلمان اللبناني، اليوم الأربعاء، قانوناً للعفو العام طال انتظاره ويُفترَض أن يستفيد منه تباعاً آلاف من المحكومين والموقوفين والمطلوبين، في أول قرار من نوعه منذ العام 1991.

وأعلنت رئاسة البرلمان في بيان مقتضب: “إقرار اقتراح قانون يرمي إلى منح عفو عام وتخفيض مدة بعض العقوبات بشكل استثنائي معدلاً”، في خطوة تهدف أساساً إلى تخفيف الاكتظاظ من السجون وطالبت بها قوى سياسية عدة في البلاد.

ويثير إقرار قانون للعفو العام جدلاً وانقساماً منذ سنوات في لبنان.

وبدأ البرلمان جلسة تشريعية، الثلاثاء، تستمر يومين، وضع على جدول أعمالها بنوداً عدة. وأقر البرلمان اللبناني أمس الثلاثاء إلغاء عقوبة الإعدام، المجمّد تطبيقها في البلاد منذ أكثر من عقدين، ليصبح لبنان بذلك أول بلد في الشرق الأوسط ينهي رسمياً هذه العقوبة.

ووصف وزير العدل عادل نصار من البرلمان قرار الإلغاء بـ”التاريخي”. وأوضح أنه بعد نشر القانون، لن يصبح بإمكان “الدول التي ألغت عقوبة الإعدام أن ترفض تسليم الفارين من العدالة من لبنان إلى الخارج”، بعد زوال العائق المتمثل بتضمن القانون اللبناني هذه العقوبة.

وكان لبنان يطبق تجميداً غير رسمي لعقوبة الإعدام التي نفّذها للمرة الأخيرة عام 2004. وتشمل عقوبة الإعدام في لبنان جرائم مثل القتل و”الإرهاب” والتجسس. وجاء إقرار القانون بعد سنوات من حملات ومطالبات قادتها منظمات حقوقية في لبنان.
